There should be some checks here.
The spec states:
SCTRCLR raises an illegal-instruction exception in U-mode, and a virtual-instruction exception in VU-mode, unless CTR state enable access restrictions apply.

I don't quite understand "unless CTR state enable access restrictions apply" though.
