No, since that would mean that sendmail's default mode of operation is
"duplicate emails", and using a milter turns it off?  :)

The default sendmail behaviour when a configured milter is missing is
to pass the message through as if the milter wasn't configured at all. 
You can set it to return a tempfail code (F=T) or a reject (F=R), but
neither of those should cause duplicated messages unless the sending
server is buggy.

What kind of dupes are they?  Identical Received: headers (which
implies duplication on the local machine), or different headers (which
means the remote server resent the message)?  Looking at the maillog
may help here too.
