KG4 prefix handling

As I noted in another thread, during the ARRL 160m contest last weekend,
Tlf counted KG4W as a DXCC entity.  Both KG4W on his QRZ page and Jim,
AD1C, the maintainer of cty.dat, have stated that only 2x2 calls with a
KG4 prefix count as the DXCC entity of Guantanamo Bay.

US mainland calls with the KG4 prefix are:

KG4A-KG4Z
KG4AAA-KG4ZZZ

Guantanamo Bay callsigns are:

KG4AA-KG4ZZ

I suppose it depends on how accurate we want Tlf to be when scoring as
to whether this matters.
