I think it's a bid beyond the scope of Hamlib, as it's primarily focused
on radio control although it has carried other functions for azimuth and
Maidenhead calculations as an adjunct to rotator control.

The idea of a library to handle things like cty.dat is a good idea, but
I'm not looking to be the one to do it.  I know that CQRlog handles such
matters in its own way just as Tlf does.  There may be more programs
that do but these are the two loggers I use these days.
