There's a lot of things that can cause this problem.

The most obvious is that the 6pin isp header isn't connected properly.
If you are using a skt501, you need to make sure that jumpers for
Vtarget etc are setup right.

In most of the cases I've seen, it was a connector problem.

BTW, what's the -mode=s option supposed to do? It's not in the cvs
cource as far as I can tell.
