GProlog does not support variable functors. You need to use univ
('=..') instead.
You might write this function as:
eval( Term, R) :-
Term =.. [A, B, C],
A \= /,
eval(B, Be),
eval(C, Ce),
EvalTerm =.. [A, Be, Ce],
R is EvalTerm.
