I had a related problem with viewing pdf-files created with Auctex's
pdf-mode, which I described in reply to Ralf Angeli's "New version of
Emacs/AUCTeX bundle for Windows" announcement on January, 14th.

As I already had a cywin installation whose bin directory is in my
%PATH% environment variable, I put

   (setq explicit-shell-file-name "bash.exe")

in my .emacs.el.

That solved the problem.  But I still think it would be better if it
worked with cmd.exe, too.  Not everyone using Emacs on a Windows
machine is likely to want to install cygwin, too.
