Could you (and possibly others) please confirm that the file is accessible?

I've tried downloading
ftp://ftp-upload.gnu.org/incoming/other/conf_stallman_posttraite_cut.ogv from
my local machine and from fencepost as well; the directory exists, but I can't
seem to read the file:
