[PATCH 4/5] AX_CHECK_LIBZ

This patch changes the behaviour so macro proceeds to compile and link
tests even if zlib.h was not found in the "usual locations". If
end-user has provided CPPFLAGS and LDFLAGS as needed for
compilation/linking to succeed, there is no reason to error out.
