IMVHO not shipping configure.ac and Makefile.am is a GPL violation -- 
they are quite clearly the preferred form for modification, and the build 
system is an integral part of any software package.  Users of a free 
software package should be ably to effectively modify or enhance the 
build system on equal terms with the author, just like any other parts of 
the source code.
