Are you talking about the test suite here?  I didn't understand you
wanted to update the test suite too (but that's good news).

How about this: if a test case uses `required=libtoolize', use
configure.in, otherwise use configure.ac.  After all, Automake should
work with either file, so it is good if the test suite uses both.

I think it's better if we can avoid requiring some version of
Libtool.  At least it doesn't seem worth the hassle here (from
the user's point of view).
