If you read the WinAVR README file, you'll discover that it is made by using Cygwin. Then you can use the directions found in the avr-libc manual.
But,....

Will a new WinAVR installation package be available soon with this latest AVR library?

Hopefully, by the end of the month with avr-libc 1.2.1 (which fixes bugs found in 1.2.0).
