The issue is what do you do when people already have noweb installed.

Since we don't use noweb.sty anywhere why is this an issue?

Because, if Norman Ramsey decides to make a change in his program, he will probably adjust noweb.sty accordingly. If we still run an old copy (which is stored inside axiom.sty (so we are using noweb.sty)) then we are in trouble.
