well, i'd hoped that i could make a definitive test.
i modifed .subversion/servers and set http-compression=no, 
did a complete checkout, and it worked.

i unset http-compression (back to yes, i guess) in .subersion/servers,
did a complete checkout, and it worked.

so at 5a.m. EST it appears to work and nothing was proven.

it could be that http-compression causes the cpu usage to spike
when running the checkout requests and they have a ulimit or other
clamp on the host process which kills it. 

i'll rerun the same test around noon and see what results i get.
