Okay, so the problem is not related to a customization.  Then perhaps
it's related to the graphical environment.  Scouring the Emacs mailing
lists I found the following message on emacs-devel:

So if you are using the gtk-qt engine this might explain why you are
seeing the frame shrinkage and I don't.  Looking at the follow-up
articles of the message referenced above (which is from 2007) it does
not seem that this was fixed.
