The problem is that the new GNU FTP server requires all uploaded files
to be GPG signed, but the verification script on their side refuses to
replace existing files of the same name.  I was able to only uploaded
signed copies of config.guess and config.sub once -- around mid-2004.

Despite repeated requests, I can't get them to modify their script to
allow for these files to be updated in-place :-(

I am happy for the script to use a http URL--it will probably be
easier for most users anyway.
