I think you are right.  Ben, could you upload a README file there, which would
redirect people to savannah copies?

Then we can ask for removal of the obsolete copies.

Well, you can consider placing texinfo.tex back to ftp.gnu.org, when
the new ftp-upload script is introduced.  ;-)
