This use of cvs downloads nothing; it only extracts the right version of the
gettext infrastructure from an archive (installed in
$prefix/share/gettext/archive.tar.gz).

This is not worth the coding and testing effort, IMO. Just install cvs.

autopoint downloads nothing. I don't think a program should make network
connections if the user did not ask for it and doesn't expect it.
