That seems like it might work - then you can change a single line in
cfg.mk to choose which RULESET you prefer.

That already exists, although it is named cfg.mk, not syntax.mk. Any
rule you create in cfg.mk is automatically used during make
syntax-check. Coreutils in particular makes heavy use of local
customized syntax checks.
