[Bug-tar] bug: extracting permissions

Hello,

As far as I can determine, tar (versions 1.14+) improperly extracts the 
permissions of directories. Even with --no-same-permissions, tar 
appears to overwrite the permissions of any existing directories which 
also happen to be in the tarball. In earlier versions, permissions are 
only overwritten if -p or --same-permissions is specified.

I have some simple test cases to reproduce this; let me know if you 
want to see them. I've reproduced this issue with tar 1.15.1 on Mac OS 
X 10.3/10.4, FreeBSD 4.10, and Fedora Core 2.
