The NEWS file has this entry that is supposed to cover the issue.
Does this entry need to be reworded?  It's clear to me, but perhaps
not to others.

* New options --index-file, --no-overwrite-dir.  The --overwrite-dir
  option is now the default; use --no-overwrite-dir if you prefer
  the previous default behavior.

I vaguely recall that the change was for compatibility with other tar
implementations, but I don't remember the details -- sorry.
