Yes, quite true.  However, my point (which I didn't make very clearly)
is that some UTF-8 characters cannot be represented in Shift-JIS, so
the extraction might fail.  It'd be a nice feature if tar could
optionally substitute a name that is acceptable to Shift-JIS, so that
the user can at least get the data (albeit under the wrong names).
