Help would be appreciated.  If your help is nontrivial we'll need to
get copyright papers from you.  Please contact me offline for that.

The ultimate decision about what goes into tar belongs to Sergey, the
current maintainer.  I sense that he's still not 100% sold on the
idea, but I suspect this is partly or even mostly because the
necessary feature hasn't been specified well.

Our goal is interoperability, yes.  In the past we haven't been all
that good at it, but we're trying to get better.
