well when I was creating those files for you I've
got staging.tar untarred and at the destination
/home/youruser/build/openwrt/trunk/staging_dir/target-mips_r2_uClibc-0.9.33.2/root-ar71xx/sbin
I had some symlinks with size 0 and permissions set to none. When I repeat the procedure I've got different symlinks broken. Then I downgraded tar to 1.23 version and the problem is completely gone.
I'm not saying this is tar problem, but I really have no idea of what's wrong....
