The JAXP code is already under the "GPL + library exception"
license ... and having done a bit of homework yesterday on
that, I'm a bit curious why there's no FAQ on the topic at the
FSF web site.
The specific exception clause being:
As a special exception, if you link this library with
other files to produce an executable, this library does
not by itself cause the resulting executable to be covered
by the GNU General Public License. This exception does
not however invalidate any other reasons why the executable
file might be covered by the GNU General Public License.
I hope that's the exception you were thinking of, it's fairly
standard language among the GCC-related libraries.

One person commented that "GPL + library exception" is
what people _thought_ the LGPL was giving them, but
really isn't. Which is an interesting perspective on this! :)
