gnu policy is starting to converge on the gpl+exception as the best
licence for java code. libgcj uses this licence.

the main difference is in (re)distribution. under gpl+exception, you may
not distribute with software that is not gpl-compatible, whereas with
lgpl, you may do so with various restrictions: providing original and
derived source code, etc. which makes it difficult to track derived
works and leads to messy intermingling of code with incompatible
licensing schemes.
