I found that those users I could find their information in
"slapcat | less" were project members.

For example, when a user named "eunjea" first registered as a site user,
I could *not* find his information in "slapcat | less".

But right after he registered a project named weblog and I the site 
administrator approved that project, I could find his information
in "slapcat | less" as follows.
