No, check the .deb, for runtime:

Yes, that is the idea of cowbuilder (or pbuilder), locally check missing
dependencies.

(autopoint in ubuntu, is part of gettext, see
https://bugs.launchpad.net/ubuntu/+source/gettext/+bug/247916).
