Most of the relevant stuff can be found in

     gnuradio/src/gnu/lib/dtv     // Digital TV

Look for files that start with atsc_*

Please note that this is still a work in progress and that there
isn't yet a complete end-to-end path.  To this point we've been
working concurrently from the "RF input" and from the "bits out output"
working on converging in the middle.

Also, for much of the stuff there is both the receiver implementation
as well as the corresponding code for the transmitter.
