I wouldn't say impossible, just difficult, given
bundle loading in interface wm, it seems possible for
iwm to provide a horizontal in window NSMenu, not that
it would work in *any* window manager... and I think
that would alleviate the Window/Menu thing given that
only apps which provide nsmenu's and nswindows would
get such a thing...
