Well, you won't be able to force a "bad" developer to develop "good" 
applications. Also not by restrictim him. 

Let the market decide the cause. That's the way that worked always on the 
Mac: Bad behaving, even ugly looking Application get no audience. This 
force is stronger than any codewise "restriction".
