GNUstep application can act as their own window manager, but don't work with other apps.  Just set GSX11HandlesWindowDecorations to NO and don't start a window manager, GNUstep windows will draw they're own borders and you'll be able to drag and resize.  I use it every once in a while... very crude, and has tons of focus issues (clicking GWorkspace's desktop will bring it above all other windows, for example), but it's there.
