In my experience, byte-compiling all of the Lisp files takes much less
than 5 minutes on a reasonably-fast machine.  Something like 1-2 min
comes to mind, but I could measure that if people care.  (I think we
measured that some time during the pretest of 21.1, when we decided
to remove the *.elc files from the CVS.)
