   I don't claim that one view is better than the other ... 

I just tried to move the bottom line of an article shown in the
Mozilla web browser up so I could see it better, and I could not.

User interfaces using that design are broken.

On the other hand, in GNU Emacs W3M mode I was able to view the site
comfortably, using either an instance of Emacs built with
`--with-x-toolkit=gtk' or one without, a LUCID toolkit.  

(The GTK instance has the scroll bar/thumb showing more text than
actually exists in the buffer; but it does handle the other parts of
the interface OK.)
