Isn't it the other way around? When temacs is changed, DOC needs to be rebuilt?
The correct fix would seem to be to move building the DOC file from lib-src/Makefile.w32-in to src/Makefile.w32-in like it is in the main build, and build it after temacs.exe but before emacs.exe is dumped.
