Maybe related, but what I noticed is that when I do:

emacs -Q

M-x list-charset-chars
    mule-unicode-0100-24ff

scrolling in the resulting buffer is extremely slow.  
PgUp PgDn, C-n C-p will eat up 100% and it is very jerky.

This is both on mswindows and Mac OS X.  

Mac OS X:
GNU Emacs 23.0.60.5 (i386-apple-darwin9.5.0, NS apple-appkit-949.35) of 
2009-01-06 on Silver-2.local

MS Windows:
23.0.60.1 2009-01-01 on LENNART-69DE564 (patched)
