ah. misread that (misled by context). Things you actually _kill_ I would expect to be on the clipboard. Things you merely select so that they are visibly highlighted, not so much - it's that latter behaviour Eli wanted on w32, and what happens if you turn on x-select-enable-clipboard on X11 without turning off mouse-drag-copy-region.
Buggered if I know, but last time the matter came up Eli in particular expressed a desire for that on w32. I did promise to allow that with a clipboard-active-regions setting by analogy with the existing select-active-regions. (I do _not_ want them mixed up!) Each build under w32 (via WINE, I don't have windows) for me is (or was, must try again) quite annoying and painful relative to the couple of minutes it takes to bootstrap emacs natively, so I haven't completed that work yet.
