Use something like

bzr tag --force \
  -r 'revid:address@hidden' mh-e-8.4

>   c:/emacs/trunk/src/../lisp/terminal hides
> c:/emacs/trunk/lisp/obsolete/terminal
>   c:/emacs/trunk/src/../lisp/longlines hides
> c:/emacs/trunk/lisp/obsolete/longlines

I guess you did not remove the old .elc files; ie did not bootstrap.
