The answer to that question should be obvious by looking at the public
repository and developers' list. Perhaps they are maintaing it
internally, or perhaps they intend to maintain it again in the (near
or not-so-near) future. But right now, and for quite a while, the
answer to "is effectively maintained?" cannot be other than "not".
