Before implementing your request in Emacs core, it might be useful to
understand that it is of general interest. If it solves only *your*
problem, which could be solved also otherwise, nobody will add it.

Btw, you could write an own command, which wraps `compile' with the
necessary information (like setting the environment $EMACS_PATH). Then
you could instruct your users to perform this command instead of M-x
compile.
