I don't get it.  Glen Morris passes along this bug URL:

http://debbugs.gnu.org/8756

I fix the bug and attempt to commit with 

bzr commit --fixes debbugs:8756

I get back

bzr: ERROR: Unrecognized bug debbugs:8756. Commit refused.

What am I doing wrong here?
