What case does that refer to, concretely?

Emacs normally recognizes UTF-8 text and decodes it.  If some text
isn't proper UTF-8, it may use raw bytes for that text.  But when does
it do this for text that can be decoded as UTF-8?  I don't think
that ever happens.
