It wasn't freed by removing the functionality we discuss.  It just
changed its meaning, and changed inconsistently: when vc-next-action
is going to call vc-checkout, it still prompts for "Branch, revision,
or backend to move to", and allows a revision to be specified for
back-ends beyond RCS and CVS.
