Not really the same thing, IMHO: this TODO item doesn't say anything
about having any kind of markup in the comments themselves, it just
says the resulting text should be organized in some kind of menu
structure and wrapped with nodes.

OTOH, Dave Love, who I think wrote that item, should probably clarify
his intent himself, instead of us trying to second-guess it.
