I don't think there were strong reasons to do the downcasing.
More like "menus defined with `define-key' usually use lowercase names, so
easy-menu should do the same" IIRC.
I had added such a downcase to my local hacks a long time ago and had
decided not to install it because it was too gratuitous a change.
Don't know what convinced RMS to change it.
As for your particular problem, if it is decided not to revert the change in
easymenu.el, you can work around the problem by using "greek " (and of
course, adding a nasty comment cursing the Emacs team for their brain
damage ;-).
