I don't understand what "... a new buffer opens a new buffer" means.   
Dropping behaviour can not be modified if a key (shift or other) is  
pressed, because only the application where the drag was made from  
knows that.  So if a drag is made from the Gnome file manager  
Nautilus and dropped on Emacs, only Nautilus knows if any keys are  
pressed.

Customizing a variable to nil does not seem that complicated to me.
