Whether it is a directory or file, I don't expect Emacs to try to move
it when I drop in a dired buffer.
Usually I drop files into Emacs to edit them, and I often drop into
dired buffers by mistake. Since I was outside Emacs to start with I
often can't see which buffer is current because the frame is partially
obscured by the file manager window I am dragging from.
