Oh, yep! I made two faulty tests: kill the *scratch* when only one
buffer (*message*) is alive, C-x b shows scratch again, and use my own
Emacs in which the *scratch* is recreated every time it dies. My bad!

You can have a look at kill-buffer-query-functions.
