Because they don't do the same thing.
- emacs-lock.el "prevents you from exiting Emacs if a buffer is locked"
- protbuf.el "protect buffers from accidental killing"
The killing I'm protecting buffers against is not exiting Emacs, but
being "C-x k" trigger happy (or "d" happy in bs-show).
