Actually it seems to be present for the mode-line and toolbar, but not the
scrollbar.  That is, if I start "emacs -Q", customize the background of the
faces of all three (to white, say), then do `C-x 5 2', the new frame displays
the mode-line and toolbar with the previos face, but the scrollbar retains its
white background.

However, I don't if this is because Emacs implements the scrollbar differently,
or because Metacity handles it differently.
